<P>PROBLEM TO BE SOLVED: To conduct emergency access interception in a super-distributed environment. <P>SOLUTION: An access controller 100 manages an access control list 110 (ACL110) in which access authorities for objects are set, and a black list 120 (BL120) in which information on users that are targets for emergency access interception is registered. The access controller 100 receives a confirmation request for access authority, and determines whether or not access is permitted using the BL120 before using the ACL110. If the access is permitted in the BL120, the access controller 100 determines whether or not the access is permitted using the ACL110. The access controller 100 distributes information on users that are targets for access interception and a registration instruction into each black list to other access controllers.
