<P>PROBLEM TO BE SOLVED: To provide an operating device of a double-deck elevator capable of preventing waiting for a long time on a floor having many getting on/off persons. <P>SOLUTION: The operating device of the double-deck elevator, when a land call is registered, sorts the call to an upper car 13u and a lower car 13d and responds to it. A floor nF of floors nF having getting on/off persons more than a predetermined number is set at a common stop floor where both upper car 13u and lower car 13d can stop.
