<p><P>PROBLEM TO BE SOLVED: To reduce a processing load within a unit time by utilizing necessary encoding management information among a plurality of image encoding processes. <P>SOLUTION: An image input 102 inputs recorded images in a subsequent stage. An encoder 103 has a plurality of image encoding functions, encodes the images, and generates encoding data and the encoding management information.
