PROBLEM TO BE SOLVED: To provide a method and a device for manufacturing an air shock-absorbing bag which dispenses with two kinds of bags and their positioning and simplify a welding step. SOLUTION: The method comprises a first step of folding a part of a traveling and sealable cylindrical sheet surface inwardly in the longitudinal direction and folding the sheet in a flat sheet after forming through holes in a folded portion at a predetermined spacing, and a second step of performing a first seal to seal the flat sheet at a predetermined spacing across the through holes in a direction orthogonal to the longitudinal direction of the flat sheet, a second seal to seal both ends of the folded portion of the flat sheet in the longitudinal direction, and a third seal to diagonally seal the ends of the folded portion including the first and second seals, respectively.
