PROBLEM TO BE SOLVED: To provide a method for generating traffic information capable of facilitating change in compression rate with a reduced load of encoding processing or decoding processing, and correcting a range directional slippage. SOLUTION: The traffic state (b) of an objective road is sampled at predetermined intervals along the road, the sequence of sampled data obtained is divided into a plurality of blocks (block 1, block 2 and block 3), and encoding by orthogonal transformation is performed on a block basis for the sampled data contained in the blocks. Since the decoding of the encoded data is performed on a block basis, the program load of encoding and decoding is reduced, and the memory quantity of a work memory used for this processing can be minimized.
