PROBLEM TO BE SOLVED: To prepare a natural cosmetic produced by solely using natural vegetable components such as roasted adlay powder, roasted soybean powder, potato starch powder, corn starch powder and tea leaf powder as raw materials without using chemical preservatives, or the like, effective for removing the cuticle with low stimulation by using various properties of natural vegetable components such as moisture retention, viscosity, astringency and emollient property to apply moisture to keratinized skin and form moist and soft skin, improving the physiological function of the skin to realize a moist and smooth skin and usable by warming with hot water, or the like. SOLUTION: A gelatinous cosmetic composition composed of roasted adlay powder, roasted soybean powder, potato starch powder, corn starch powder, tea leaf powder and water is vacuum-packaged in a heat-resistant hermetically sealed bag and the content is sterilized with heat.
