PROBLEM TO BE SOLVED: To give a scope function of a web service flow definition language to an existing work flow management technology by adding the function. SOLUTION: A work flow management system is so configured that status information is stored in an activity information table 180 with respect to each activity. Status information is stored in a scope information table 190 with respect to each scope. When performance of an activity is completed, a scope monitor part 130 sets the status of a scope to which the activity belongs to completion in response to completion of all other activities belonging to the same scope which the activity belongs to.
