PROBLEM TO BE SOLVED: To provide a method for estimating surface roughness or frictional coefficient of an iced road surface. SOLUTION: A small amount of liquid 1 is poured on the iced road surface G, and the liquid is flattened on the iced road surface G so as to spread in a radial direction uniformly. The spread range R of the liquid 1 is measured after being spread, from the results of the measurement of the spread range R, the surface roughness or the frictional coefficient of the ice is estimated.
