PROBLEM TO BE SOLVED: To reduce unburned fuel discharged from an internal combustion engine and prevent deterioration of exhaust emission, in cold starting of the internal combustion engine. SOLUTION: When it is determined that the internal combustion engine is in cold starting, in Steps S101, 102, a valve timing varying mechanism (VVT mechanism) for varying opening/closing timing of an exhaust valve of the internal combustion engine is controlled, in Step S103 to delay opening timing of the exhaust valve. Due to this, combustion gas inside cylinders can be made exist for a long time. That is, a high temperature field and oxygen can be secured inside the cylinders. In addition, time when HC reacts inside the cylinders can be obtained. Therefore, combustion of HC can be promoted, and HC discharged from inside of the cylinders can be reduced.
