PROBLEM TO BE SOLVED: To enhance earthquake resistance to pitching from a vertical direction and rolling from a horizontal direction in case of an earthquake. SOLUTION: Foundation beds 10 for buoyancy with a density less these of the ground 2 are buried at the lower parts of foundations 3 of a building 1 constructed on the ground 2. Expanded styrene 16 is filled around the foundations 3 and the foundation beds 10 for buoyancy to form a buffer area 15. Vibration in pitching in the vertical direction caused by the earthquake is damped by the foundation beds 10 for buoyancy, and vibration in rolling in the horizontal direction is damped by the buffer area 15 comprising the expanded styrene 16.
