PROBLEM TO BE SOLVED: To wind a tape orderly without weaving toward width directions along the perimeter side for a hub not having upper and lower flanges. SOLUTION: After installing regulators 13/14 for suppressing the weaving toward the width directions for a tape 1 so that they are projected externally from each of upper and lower edge parts of a hub 2, both of the regulators 13/14 are rotated concentricly with a hub 2 and with the same velocity, and the tape 1 is rolled along a perimeter side 3a for the hub 2. A facing interval size I<SB>2</SB>of facing surfaces of flange parts 18, facing mutually, for the regulators 13/14, overlapping an overhang portion from a perimeter surface 3a for the hub 2, is set so that a relation of 101.5≤(l<SB>2</SB>/ l<SB>3</SB>)≤103.0% is satisfied to a width dimension I<SB>3</SB>of the tape.
