PROBLEM TO BE SOLVED: To prevent the breakage of a tank bottom plate 25, occurring when a weight 1 drops to the tank bottom plate 25, by making the rotary shaft 16 of a storage reel 13 and the top end of the weight 1 have the absorptive function of an impulsive force. SOLUTION: A cylindrical male screw 20 is attached to an end of the rotary shaft 16 of the storage reel 13, and is covered with a cap 23 by arranging a ball 21 and a coil spring 22 inside the male screw 20. The weight 1 is attached to the tope end of the tape 12. The weight 1 has a rod 4 arranged in the inside a hollow shell 2, and has a coil spring 5 interposed between the inside end surfaces of the rod 4 and the hollow shell 2. A shaft 8 is constructed between the inside walls of the hollow shell 2 so as to pass through a slot provided on the rod 4. A head 3 is attached on the top end of the rod 4.
