<P>PROBLEM TO BE SOLVED: To solve the problems wherein an existing webpage system and search system cover too wide an area and are wasteful in advertising local small and medium companies, webpage creation and management requires corresponding expertise, access increase requires frequent updates, the systems are less familiar to small and medium companies accordingly, and webpage creation and management is difficult for nonprofit organizations in terms of cost and the like. <P>SOLUTION: A system, in consideration of business types and characters of organizations, creates and manages webpages of those having potentially increasing webpage access, adds advertising thereto and collects advertising fees to manage the webpages.
