<P>PROBLEM TO BE SOLVED: To prevent illegal use of a forged prepaid card even if a prepaid card is forged. <P>SOLUTION: With the prepaid card 2 printed with a permanent ID 3a releasably attached to a sheet 1 printed with a temporary ID 3b associated with the permanent ID 3a so that the permanent ID 3a is concealed, reading the temporary ID 3b at store terminals 10-1 to 10-n sets usable the prepaid card 2 printed with the permanent ID 3a.
