PROBLEM TO BE SOLVED: To prevent the occurrence of flickers on an upper boundary and a lower boundary of a picture when an interlace signal as a letter box signal is converted into a progressive signal. SOLUTION: An upper and lower boundary determining section 113 determines whether or not an interpolation pixel position P is a pixel position positioned at an upper boundary or a lower boundary on the basis of a determination on whether the interpolation pixel position P is a moving region or a still region and a determination on whether an adjacent pixel position which is adjacent to the upper and lower directions with respect to this interpolation pixel position P is a moving region or a still region with respect to this interpolation pixel position P. When the interpolation pixel position P is a pixel position positioned at the upper boundary and the lower boundary of the image, an interpolation operation circuit 115 generates image data of the interpolation pixel position P using image data of predetermined lines positioned in a predetermined direction (lower direction or upper direction) from the line position respectively corresponding to the interpolation pixel position P. The influence of the pixel data of lines of a non-picture portion (black or dark gray) can be eliminated, and the interpolation pixel position P can be prevented from becoming dark, thereby preventing the occurrence of flickers on the boundary.
