PROBLEM TO BE SOLVED: To provide a storage controller and a storage system which surely distributes data to a mobile terminal. SOLUTION: The storage controller is provided with a radio communication part which conducts radio communication with the mobile terminal; an input/output control part which receives a data input/output request transmitted from the mobile terminal and inputs/outputs data, to a storage device according to the received data input/output request, a remote communication part which is communicatably connected to the other storage controller existing at a remote place; a communication partner specifying part which specifies the other storage controller which is predicted to communicate with the mobile terminal later by switching control of communication partners of the mobile terminal in radio communication, based on a transfer path which is predicted by a transfer path prediction part; and a data transfer part which transfers data which is predicted to be transmitted to the mobile terminal to the storage controller to be specified by the communication partner specifying part before the communication to be performed with the mobile terminal is started.
