PROBLEM TO BE SOLVED: To provide a polarization converting element which has high heat resistance and provides superior optical performance in a stable manner. SOLUTION: The polarization converting element is provided with a substrate 11 that is provided with a surface on which a great number of linear groove sections 12 having a prescribed depth H and a prescribed width W is formed with an equal interval in a mutually parallel manner, a foundation layer 13 which is formed at the top region of the surface where the groove sections 12 of the substrate 11 are formed and light shielding layers 15 which are formed in the groove sections 12 with approximately same widths of the sections 12.
