PROBLEM TO BE SOLVED: To improve an acceleration effect on sludge degradation and water purification by using a photocatalyst together with microorganisms. SOLUTION: A sludge degrading or water purifying agent used for the sludge degradation and the water purification by actions of the microorganisms and the photocatalyst, is prepared by impregnating a porous ceramic granule which is prepared by mixing and sintering at least titanium oxide, zirconia, zeolite, ferric oxide and manganese oxide, with halophilic bacteria, thermophilic bacteria, acidophilic bacteria, and NTAP-1 (a thermophilic bacterium found by T. Nishino, etal. producing a heat-resistant protease which well decomposes collagens). The agent is sprayed over a harbor or a lake in which sludge has been deposited to purify it.
