PROBLEM TO BE SOLVED: To provide a plant maintenance plan generation system and method for preparing the optimal maintenance plan.

SOLUTION: This plant maintenance generation system 10 is configured so as to generate the maintenance plan of a plant for maximizing the reduction quantity of risk costs, and for satisfying constraint conditions at the time of performing maintenance by a plan generation part 14 based on information including a maintenance method and costs for the respective sites of a plant stored in a maintenance information storage part 12 and a constraint condition storage part 13 and the constraint conditions for performing maintenance.
