PROBLEM TO BE SOLVED: To provide a method of more effectively detoxifying sludge or soil generating in a hot spring or a geothermal power station or the like and containing a large quantity of sulfur components and mercury compounds that is hardly treated with an organic chelate heavy metal treating agent. SOLUTION: Water-soluble ferrous salts and/or ferric salts are added to the sludge or the soil containing the mercury compounds, kneading treatment is performed and further the organic chelate heavy metal treating agent is added thereto, if necessary.
