PROBLEM TO BE SOLVED: To obtain a stable oil-in-water type emulsified composition utilizing the surface-active performance of a cationic polymer. SOLUTION: This oil-in-water type emulsified composition comprises (A) the substantially noncrosslinked cationic polymer composed of cationic polymerization units of formula(1) wherein, a part or the whole of amino groups represents an acid salt or a quaternary ammonium salt and hydrophobic polymerization units of formula(2)( in these formulas, R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>, R<SP>6</SP>, R<SP>7</SP>and R<SP>8</SP>are each H or a 1-2C alkyl; R<SP>4</SP>and R<SP>5</SP>are each H or a 1-4C alkyl; R<SP>9</SP>is a 1-30C straight-chain or branched-chain alkyl or alkenyl; X<SP>1</SP>and X<SP>2</SP>are each oxygen atom or NH; and Y<SP>1</SP>is a 1-8C alkylene ), (B) an oily component and (C) water.
