PROBLEM TO BE SOLVED: To provide a lifting-up/dragging device capable of easily moving a heavy load such as a refrigerator in a small range by lever operation. SOLUTION: A cargo receiving member 4a is disposed at the front end of a frame 4 having a wheel 2, a braking means 7 for preventing rotation of the wheel 2 to the forward travel side is disposed, and a handle member 5 extending backward in a low front and high back shape is mounted to the frame 4 side.
