The blocking element is a rocker arranged on the housing and has a tilting axle (10) which slides in a longitudinal hole (11) of the housing in the peripheral direction. One arm of the rocker is provided with a detent pawl (8a) and the other arm with a catch (8b). The counter element consists of two hooks displaced from each other in the peripheral direction.
