The invention relates to an administratively optimized calculation of communication bills process and/or system which, with the aid of a flat-rate-calculating computer (1), which is connected to an associated exchange (3) for customer terminals (7), carries out automatic administratively optimized calculation of communication bills. Such automatic administratively optimized calculation of communication bills is both for digitized and also for analogue communication networks, wire-bound, radio-based or laser-assisted, terrestrial or via satellite. Each terminal (7) is connected to a communication meter (8) which is lead-sealed or in other manner protected against manipulation and can be read by means of telemetry or, after the sending of a special meter-reading card, by the customer. The flat-rate-calculating computer (1) processes the information about consumed volumes of information in three ways. First, it compares the current values with the specified process widths and, if process alarm limits have been exceeded, generates a process alarm; it checks the current consumption values for the formation of a possible trend and generates an indicator alarm if there is a trend-wise exceeding of a limit value. It store: the charge information, process behaviour and alarms in a system memory (14) for documentation purposes. At a predetermined time or if there is a special need, it calculates a new flat-rate value which corresponds to the changed communication behaviour of the respective customer or group of customers. For the purpose of control, the flat-rate-calculating computer (1) is connected to an operator terminal (10) with hardcopy printer (11).
