The method involves applying a delay insufficient for blocking a lawful usage and sufficient for blocking an unlawful usage, to apply a delay function for each packet in a flow of input data packets. The delay function increases with rate of monitored flow to disconnect channel in unlawful usage without affecting other flow if transportation of private data exceed a standard flow.
