PROBLEM TO BE SOLVED: To prevent degradation of image quality over a prolonged period of time in an image forming apparatus using toner made spherical and reduced in particle diameter by providing a cleaning device effectively removing residual toner after transfer and foreign matter on a photoreceptor, retaining its cleaning function over a prolonged period of time, and having a good cleaning function. SOLUTION: The cleaning device has a cleaning blade 8a for cleaning a surface of an electrophotographic photoreceptor 1 having at least a photosensitive layer located on a conductive substrate and containing one or more friction reducing agents for reducing the friction coefficient (μ) of the surface of the electrophotographic photoreceptor 1 in an outermost layer, and has one or more secondary polishing members 8b for polishing a surface layer of the electrophotographic photoreceptor 1 besides the cleaning blade 8a.
