PROBLEM TO BE SOLVED: To prevent toner fogging which occurs immediately after start of use and to stably produce high-quality good images, in a toner recycling configuration using an ozoneless injection charging system at low applied voltage. SOLUTION: In a charging roller obtained by forming a layer of an electrically conductive elastic foam having a porous surface on at least a core metal, the circumferential surface of the charging roller which comes in contact with a member to be charged is coated with movable electrically conductive particles whose bulk density isρg/cm<SP>3</SP>by means of a coating roller at a density of≥4×10<SP>-3</SP>×ρg/cm<SP>3</SP>.
