PROBLEM TO BE SOLVED: To provide a technique which enhances the adherence of powders to the skin, hairs or nails and maintains the optical effect for a long time in makeup cosmetics. SOLUTION: A makeup cosmetic comprises a polyurethane represented by general formula (1) (wherein m and l are each an integer of 2-10; R1 and R2 are each a 1-4C alkylene group; R3 is a 1-4C alkyl group; R4 shows the meaning of the absence of a substituent or is hydrogen or a 1-4C alkyl group which has an anionic portion; A is a phenylene group; n and p are each a number of 10-1,000; and N+(N) shows a possibility of either a cationic nitrogen or an ionic dissociation-free nitrogen).
