PROBLEM TO BE SOLVED: To provide sufficient documents to determine whether an industrial vehicle is efficiently operating or not. SOLUTION: A CPU 11 detects the state of a forklift truck 1 at specified time intervals based on outputs from a vehicle speed sensor 2 and a load sensor 3. Based on data transmitted from the forklift truck 1, a server device 100 determines the state of the forklift 1 for each unit time (loaded traveling, unloaded traveling, loaded stop, unloaded stop).
