<P>PROBLEM TO BE SOLVED: To obtain a monitoring apparatus including a background image change detecting function that is capable of easily detecting them even when there is a passing vehicle or passer-by, when a vehicle overlaps with a dropped object or foreign matter on the road or when a displayed article is stolen, by detecting a change in a background image. <P>SOLUTION: A motion detecting device 102 composed of a motion detecting part 107 and a background change detecting part 116 is included, a monitoring camera 101 captures a video image while a vehicle does not exist in an arbitrary area within a tunnel, for example, and the luminance of the video image from the monitoring camera 101 is previously stored in a memory of the background change detecting part 116 as a background image. When the inside of the tunnel is photographed by the monitoring camera 101 and the absence of motion is judged while the motion detecting part 107 detects a motion on the basis of the video image, and when a luminance level between the luminance of the video image from the monitoring camera 101 and the luminance in the memory exceeds a fixed luminance level and the background image detecting part 116 consecutively detects a constant luminance level fixed number of times over the arbitrary area, it is judged that an object dropped from the vehicle is detected in the arbitrary area, and an alarm is indicated on a monitor 103 in a monitoring center. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
