<P>PROBLEM TO BE SOLVED: To provide a simple and high-performance person cooler having portability, and person cooling method. <P>SOLUTION: This cooling air generator has: a storage vessel; inflow ports of room-temperature gaseous air and liquid air flowing into a vaporizer; the vaporizer having an outlet of cooling air generated from the liquid air and the gaseous air from the vaporizer, for vaporizing the liquid air; and a supply tube of the cooling air. In this cooling air generation method, the liquid air sent to the vaporizer from the storage vessel is vaporized, and is mixed with the room-temperature gaseous air by suction effect by a jet of the vaporized air to form the cooling air. In the person cooling device, the tip of the cooling air supply tube in the cooling air generator is connected with cooling clothes for a person.
