PROBLEM TO BE SOLVED: To shortly and accurately compute a probability of change in the state (operation rate) of an element included in an electronic circuit. SOLUTION: A net list of a target electronic circuit, operation rate A given to input terminals of each macro cell and probabilities P of a high level of the input terminals, and a truth table of the macro cell are read in from first to third databases 1 to 3. Operation rate calculating/propagating means 4 compute an operation rate of an output terminal of each macro cell and a probability of a high level of the output terminal, from the operation rate A given to the input terminals of the macro cell, the probabilities P of a high level of the input terminals, and the truth table of the macro cell, and propagate them from an input stage macro cell to the last stage macro cell to determine an operation rate of all macro cells in the net list.
