PROBLEM TO BE SOLVED: To provide a memory controller with which reliability of diagnosis for detecting failure of a flash memory and a defective block can be improved and to provide a flash memory system having the memory controller and a control method for the flash memory. SOLUTION: The memory controller is provided with an access control means controlling access to the flash memory and a signal output means outputting a writing data signal for diagnosing the operation of the flash memory or the quality of the block to a data bus of the flash memory. A level of the writing data signal outputted to respective signal lines of a data bus of the flash memory is alternately changed from a low level to a high level or from the high level to the low level for each data, and the level of the writing data signal outputted to the signal line of odd bits of the data bus and the level of the writing data signal outputted to the signal line of even bits are set in such a way that one is in the high level when the other is in the low level.
