PROBLEM TO BE SOLVED: To provide a semiconductor chip for driving liquid crystal capable of preventing misoperations due to electrostatic surge. SOLUTION: A monitor electrode 19 for monitoring the grounding potential GND of an external power source circuit, separately from a grounding electrode 16 for a power source is provided. The logical level of the monitor electrode 19 is detected by an NMOS 93 in a level-monitoring part 90, and an NAND 96 is controlled by the detected signal 93. For example, when grounding potential GND-C in an IC chip 10A is lowered by negative electrostatic surge, the level of the electrode 19 relatively rises, and the NMOS 93 is turned on and the signal S93 goes to "L". Accordingly, a gate of the NAND 96 is closed, enable signals ENs of a control electrode 15 are no longer outputted, to prevent the misoperations due to wrong enable signals ENs.
