PROBLEM TO BE SOLVED: To provide a compact zoom lens having not only a focusing moving group arranged nearer to an image side than a variable power moving group but also a focusing moving group nearer to an object side than the variable power moving group, performing focusing by both of them and having high optical performance, and to provide an imaging apparatus having the zoom lens. SOLUTION: The zoom lens has a 1st lens group having positive refractive power, a 2nd lens group having negative refractive power, a 3rd lens group having positive or negative refractive power, and a 4th lens group having positive refractive power in order from an object side to an image side, and the 2nd lens group and the 3rd lens group are moved in the case of zooming. The 4th lens group has a 4a lens group, a 4b lens group and a 4c lens group in order from the object side to the image side, and performs focusing by moving the 4b lens group on an optical axis, and it is constituted to satisfy ¾β4c¾>1 when it is assumed that the image forming magnification of the 4c lens group isβ4c.
