PROBLEM TO BE SOLVED: To provide a function of informing a user that an act going to be tried by the user is not permitted depending on an installed position of the information processing apparatus, a function of automatically informing other people that the user has committed the act, and to provide a contrivance for limiting the functions of the information processing apparatus depending on a place. SOLUTION: A communication means 12 and a position information acquisition means 14 acquire a present position. An act detection means 18 acquires a device and control information used by the user. An act information list acquisition means 15 acquires act information 110 wherein the time, place and type of operations to be inhibited or permitted for the user are described. A propriety discrimination means 16 discriminates whether or not the user commits acts related to the act information 110 and whether or not the act committed by the user corresponds to the place and the time denoted in the information 110, and an act notice means 19 reproduces a message included in the act information 110 and automatically informs the other people that the user has committed the act by means of a communication means 12.
