PROBLEM TO BE SOLVED: To solve the problems that a precipitate containing a heavy metal recovered by a conventional method of directly charging and mixing slaked lime, calcium carbonate, or a coagulant or the like is a lime cake containing a large amount of impurities which cannot be recycled, and the treatment of which is difficult, while the disposal site capacity for the lime cake or the like is limited in recent years. SOLUTION: Active lime like unslaked lime or the like is added to and is made to react with natural resource water such as river water, rain water, ground water, spring water or the like, and then solid-liquid separation is carried out with a dehydrator or the like. Thereby, strong alkaline water and the lime cake are obtained. The strong alkaline water is mixed with mining waste water and the coagulating sedimentation of the heavy metal is carried out. The mining waste water from which the pure heavy metal is recovered by this method can be discharged into a river or the like. The lime cake can be recycled as the active lime such as the unslaked lime or the like for making strong alkaline water by calcination.
