<P>PROBLEM TO BE SOLVED: To provide a demand forecast system which uses actual measurement data without requiring special processes such as a removing steep fluctuation held by the actual measurement data, levelling, and the like and does not need to be conscious of a demand forecast model. <P>SOLUTION: The actual measurement data and differential data are frequency analyzed, fundamental wave components to high order wave components out of frequency components are subsequently extracted from the analysis result. The respective data obtained by performing inverse transformation are made the n-th forecast model of the first forecast model to the last forecast model.
