<p><P>PROBLEM TO BE SOLVED: To provide a settlement system by which a settlement using radio communications is available while checking the use intention of a user. <P>SOLUTION: An on-vehicle device 1 allows the mounting and demounting of an IC card 10, has a radio communications function, and allows radio communications with a road-side device 2. A parking lot management device 3 is connectable, through a network 6, to a server device 5 for settlement and is connected to the road-side device 2 and a facility driver 4. The on-vehicle device 1 transmits information recorded on the IC card 10 to the road-side device 2 and conducts parking fee reception processing (radio settlement processing) using the radio communications. The on-vehicle device 1 has a function of transmitting a settlement start signal instructing the start of the radio settlement processing in accordance with the mounting and demounting of the IC card 10.
