PROBLEM TO BE SOLVED: To provide a method of treating treatment incinaration ash to produce a zeolite-like material, or a zeolite-like product, usable like cement without emission of harmful substances, or dioxins, and elution of heavy metals. SOLUTION: The method for making treatment incineration ash harmless comprises charging the ash into the first rotary kiln at an atmospheric temperature of about 600°C to remove moisture and incinerate unburned matter, extracting the product from the first kiln and crushing, feeding the crushed product to the second rotary kiln provided with a noble metal catalyst on the inside wall and operated at about 200°C in a reducing atmosphere, in which kiln produced chlorine gas is reduced to form hydrogen chloride and the chloride reacts with calcium in the ash to form calcium chloride, extracting the product from the second kiln, mixing the product from the second kiln with slag containing 0.5-1 wt.%, based on sulfur, of SO<SB>3</SB>and feeding to a stabilizing oven at an atmospheric temperature of about 200°C to stabilize as calcium chloride and gypsum in order to obtain a product like a porous zeolite.
