PROBLEM TO BE SOLVED: To solve the problem that good image quality cannot be obtained because an image formed corresponding to an original image is enlarged or reduced due to accumulation of stop position errors, when stop control is performed in the range of an allowable stop position error with respect to a movement amount. SOLUTION: A subscanning motor 31 is driven by a motor drive part 91, in accordance with instructions on the movement amount from a movement amount/printing mode instruction control part 101, and a deviation from a count value of a detection pulse from an encoder 36, output depending on the movement amount of a carrier belt 21, and the stop control is performed in the range of the predetermined allowable stop position error. In this case, an error between a target position and a stop position is held in a stop error holding part 107, and the error of the stop position is reflected on the movement amount, so that the enlargement and reduction of the image can be decreased by preventing the accumulation of the errors.
