<p>This invention discloses an entitlement system and method, which include a bi-directional and an entitlement server. The bi-directional module receives the on/off statement information of STB and transmits the information to the entitlement server. The entitlement server receives the on/off statement information of STB from the bi-directional module and sends the notice of the STB entitlement to a head end receiver based on that information. The head end receiver sends the encrypted audio/video code stream to the STB and receives the notice from the server, and then sends the entitlement management information to the STB based on that notice. The STB sends its on/off statement information to the bi-directional module and receives that encrypted audio/video code stream and entitlement management information from the head end receiver, and then decrypts the encrypted audio/video code stream based on the entitlement management information.</p>
