<P>PROBLEM TO BE SOLVED: To efficiently detect an obstacle or the like present below a vehicle, and inform presence thereof. <P>SOLUTION: When a signal of the engine stop is detected from a vehicle I/F8, an image of a lower side of the vehicle when the vehicle is stopped is picked up by a camera 1. When the ON signal of an I/G to start the engine is detected when the vehicle is started, the image of the lower side of the vehicle is picked up first before the engine is started, and compared with the image when the vehicle is stopped, and it is determined whether or not any obstacle is present below the vehicle. When the obstacle is present, the engine start is prohibited, the image is stored in a non-volatile memory, the signal to an alarm I/F7 or a display I/F10 is output, and an alarm is given to a driver. The driver checks for any abnormality below the vehicle, and depresses a check button 13. When the depression signal of the check button 13 is input from the vehicle I/F8, the engine is started.
