<p><P>PROBLEM TO BE SOLVED: To provide a sludge solubilization device which can easily solubilize surplus sludge in a short time with a small amount of an alkali agent without causing a deterioration in water quality of activated sludge-treated water, and an organic wastewater treatment apparatus equipped with the sludge solubilization device which can stably reduce surplus sludge. <P>SOLUTION: The sludge solubilization device has a sludge solubilization means for solubilizing the surplus sludge obtained when the organic wastewater is biologically treated in a biological treatment tank, by a solubilization reaction tank and a sludge mill, a line for feeding the surplus sludge to the reaction tank, an alkali agent addition line, and a line for returning the sludge-solubilized liquid after the sludge mill treatment and the solubilization treatment to a biological treatment tank.
