PROBLEM TO BE SOLVED: To make a powder or slurry type removal agent be granular solid excellent in handling property and at the same time maintain the removal capability of the agent. SOLUTION: A mixture obtained by mixing a removal agent, a polymer compound, and two or more types of solvents is dried. In the case the polymer compound has a high solubility in one solvent and a low solubility in other solvents, the polymer compound is concentrated in the good solvent for the polymer solvent and phase-separated as the solvents are evaporated at the time of drying and the polymer compound works as a binder for bonding removal agent particles. The portions where the poor solvent for the polymer compound exists become voids and the solid material to be formed becomes porous and in this way, the removal agent is made to be a granular solid material with a high particle diameter without so much deteriorating the removal capability of the agent.
