PROBLEM TO BE SOLVED: To provide a refining method which stably forms molten slag while blowing quicklime into a converter, and performs stable refining. SOLUTION: When refining molten steel by adding a powder containing calcium oxide to a molten steel accommodated in an oxygen top-blown converter through mixing it into the current of top-blown oxygen, blowing the gas into the underneath of a bath surface, and thereby stirring the molten steel, the method for refining steel includes adjusting a solid-gas ratio which is a weight ratio of a purity content of calcium oxide in the powder to oxygen gas for transporting the powder, to 0.15 or more but 3.0 or less, by carrying out at least one means of; making an amount of oxygen to be mixed with the powder containing calcium oxide as one of all oxygen blown during refining; making a period of blowing the powder containing calcium oxide as a part of a blowing period; and making one part of calcium oxide to be added into a massive form.
