PROBLEM TO BE SOLVED: To provide a picture-taking restricting system capable of restricting picture-taking by a radio terminal in a picture-taking inhibition area without adversely influencing the radio terminal out of the picture-taking inhibition area regardless of location or circumstances. SOLUTION: The picture-taking restricting system is equipped with the radio terminal having a function to transmit the operation mode information of a picture-taking function by radio, a radio reception means arranged in the picture-taking inhibition area, receiving the operation mode information transmitted from the radio terminal and judging whether the picture-taking function of the radio terminal is effective or ineffective based on the operation mode information, and a warning means for issuing a warning when the radio reception means judges that the picture-taking function of the radio terminal is effective.
