PROBLEM TO BE SOLVED: To provide an igniter capable of safely igniting not only an incense stick but also a toy firework. SOLUTION: This igniter for toy firework or incense stick comprises a cylindrical body 1 opened at a front end 1a and closed at a rear end 1b, a combustion means support base 3 provided within the body so as to be longitudinally rockable, and a combustion means 5 mounted on the support base. The support base comprises a frame body 7 composed of a central lower part 7c and both side parts 7a and 7b, and the frame body is rotatably supported by a pair of support shafts 9a and 9b protrusively provided on the mutually opposed inner surfaces of the cylindrical body.
