PROBLEM TO BE SOLVED: To properly allocate resources of a base station apparatus to a stationary terminal device and a mobile terminal device. SOLUTION: A base station apparatus 102 is equipped with: a terminal state management section 107 which manages the calling/standby state of a communication terminal device 101 in a cell that the apparatus itself covers; a decision part 1051 which decides whether the communication terminal device 101 is in a stationary/moving state; and a resource reservation allocation part 1052 which allocates reservations of resources according to the numbers of moving terminal devices and stationary devices found on the basis of decision results. The apparatus 102 performs state management matching the actual state of the communication terminal device 101 to properly allocate the resources to the respective moving terminal devices and stationary terminal devices.
