PROBLEM TO BE SOLVED: To provide a water treatment method by which organic compounds in water to be treated are efficiently decomposed to inorganic compounds such as carbon dioxide and water by combining an ultrafiltration treatment, a catalytic treatment and an electrolytic treatment, and to provide an apparatus thereof. SOLUTION: The water to be treated containing the organic compounds is separated, by using an ultrafiltration membrane UF (5), into passed treated water containing organic compounds which pass through the UF 5 and concentrated treated water containing organic compounds which cannot pass through the UF 5. The organic compounds in the passed treated water are decomposed by catalysts 11a, 12a and 13a. On the other hand, the organic compounds in the concentrated treated water are electrolyzed in an electrolytic cell 26. The catalytic reaction is more effectively carried out by transferring Joul's heat generated in the electrolytic cell 26 to the treated passed water with a heat exchange means 31 to heat the passed treated water.
